Exchange 2003 Distribution Group can't receive external email

In my research the only thing I can find that would disallow this is the Message Restrictions section and I believe having it set to "From Everyone" is correct. Appreciate any help anyone would have.

Thanks Dexter_morgan, but we are using Exchange 2003 not Office365.
