Entering port number to the web browser to open a web site.

Hi,

I am using windows 2008 server now.
I am looking at this tutorial in which he just types http://localhost:8080 and this connects to Jira's login page.
http://localhost:8080 changes to http://localhost:8080/secure/Dashboard.jspa.

When I typed http://localhost:8080 on IE address bar, I got "Internet Explorer cannot display the webpage" error.
I opened the port 8080 using Inbound Rules as you can see below.

How can I make this work?

if its ii7 should be able to set it here..

1.Open Internet Information Services (IIS) Manager.
2.Select the Web site that you wish to configure.
3.In the Action pane, click Bindings.
4.Click Add to add a new site binding, or click Edit to change an existing binding.
5.Click OK to apply the changes.

remove the hostname from the bindings or add jira.atlassian.com to your hosts file. and then access it via http://jira.atlassian.com:8080  but this will prevent you from accessing the real jira.atlassian.com on the web.

Yea if its a local page then remove the host name.
