Outlook 2016 not receiving emails

I have just installed Outlook 2016 (home desktop computer) and no longer receive emails.

I can still send emails without difficulty.

When I send a test email settings email from my Outlook settings page the notification states that the test has been successful even though
I do not receive the test email.

I have a PC.

Both pop3 and smtp are correct

I am using my old pst file, I can see my old emails. I have selected the old pst as my default location.

The test emails are not going to either new or old pst file.  

My service provider is DODO, dodo.com.au

I was trying  trial version of Office 365 earlier, and I was using .outlook.com account

I am uncertain whether the problem existed before using the online apps and accounts.

I have logged out of all my microsoft accounts on my desktop apps.

I am no longer using a trial version.

I have all the same settings as with Outlook 2013 I thought there may be a known bug although a general search in google did not yield anything (it usually does in such cases).
I am wondering why I don't receive an error message when I send a test email.

Outlook seems to think the email was sent and received properly should I not be receiving an error message if there is a settings error.

I am embarrassed to say it was a user error problem resolved.

Hi. I recently bought a new laptop and am also not receiving all emails with Outlook 2016. Test is OK and all settings appear OK. ISP uses POP3 and I am considering changing to an ISP that use IMAP. Any thoughts please?
You probably should start your own question. Outlook 2016 with POP3 works fine. I have been using that combination for almost a year now.
