Skype for Business 2015 - Skype desktop to Skype Business Connectivity.

I'm in the process of setting up a Skype for Business 2015 Deployment. Got my FE Standard Svr, Edge and 2012R2 Reverse Proxy using WAP.

I want to implement connectivity between Skype for Business and Skype desktop users. I've found the following articles which make it seem pretty painless to do so.

In the control panel I've configured Federation and PIC, policy to support federated user access and configured Skype PIC provider settings (they were already listed in the control panel and just needed be enabled).

However the above article mentions a step about registering and provisioning your site for Public IM Connectivity by going to the following site:

In all of the articles I've read on setting this up, no one has ever mentioned this except this Technet article above.

We only want to be able to connnect with Skype desktop consumer users. Has anyone set this up?

Currently my internal users are able to do a Skype Directory Search and find public skype users and send contact requests, however the contact requests don't arrive.

My external users can't do the external Skype Directory Search,  when they do it comes up with an error that states: "An error occurred during the search. Please try again, and contact your support team if the problem continues".

So my issues are 3 fold:

1) Is my setup correct and do I need to register with to be able to IM with Skype Desktop users?

2) Why can my internal users search the Skype Directory Search but when sending a contact request, the request doesn't make it to the Skype Consumer User.

3) External S4B users come up with the error when doing the Skype Directory Search.
