Retention Policy not working after migration from exchange 2007 to 2013

We recently migrated exchange from 2007 to 2013.
We have a "deleted items policy"
This policy is supposed to delete any items from deleted items folder that are older than 30 days.

So I have a retention tag called "30 Day deleted Items", Retention action set to Delete and allow Recovery, and Retention period is 30 days.

Then I have a retention policy "Deleted Items Policy" and the policy has the one retention tag "30 Daya deleted Items"

I then have recipients that have the retention policy set under Maibox features.

I then would think that the policy would be in place and maybe a day or two later these recipents deleted items would start getting cleared out.

Am I missing something ? what else should I check,

I need to make sure I understand.

If I have an email that has been in my inbox received on June 1 2015 and I delete that email today (Oct. 29th).
When will the policy remove that email from my deleted items.  
A. Will the policy see that the email is over 30 days old and it will be gone tomorrow Oct 30th?
B.  Will it sit in the deleted items for 30 days and be removed on November 30th ?
I want the policy to be based on the Sent/Received Date, is that possible ?

30 days from today and that is by design.

Has that changed since Exchange 2007 ? I thought in our Exchange 2007 environment that it was looking at the date of the email .
