Do you get any errors when you try copying/pasting?  How much free space is available on the hard drive?

In addition to checking for enough free space as suggested above, check the machine for virus/malware.

You really need to replace that machine.  XP is no longer getting security updates and it's a big risk to keep using it.

Does restarting the PC help? Description reminds me a buffer problem.

Go to control panel, system, advanced tab. Click settings under the first Performance section, then advanced tab again and Change. Try to set new amount which is bigger than recommended one. Save changes and see if it helps.

Corrupted system files.  The fact that you're not getting an error and just strange behavior would lead me to that.

That being the case, I'd backup the data, wipe the machine and do a fresh install of XP or 7 if that's an option.

try running sfc, or a repair install :
http://www.updatexp.com/scannow-sfc.html                        SFC use in XP
http://www.michaelstevenstech.com/XPrepairinstall.htm            Repair install  XP

**also running chkdsk can help
Spike99On-Site IT TechnicianCommented:
What type of hard drive is it?  Perhaps there is a problem with the hardware? Nobus suggested running SFC, doing a repair install and running chkdsk: all very good suggestions.

In XP, defragmenting is NOT done automatically: so, have you checked to see if the drive is  fragmented?  I would check to see how badly fragmented the drive is.    I have never seen a fragmented drive cause issues like this, but it couldn't hurt to check that & run defrag.

https://support.microsoft.com/en-us/kb/305781

Run the defrag analyzer and view the report to see if the drive is fragmented.  I would run the defrag after hours since it  can drastically slow system performance.  So, t's best not to run it during production hours.
