The problem description is very common and vague.  It could be due to many reasons.

Is this only happening on one computer?  Can you open this file from another computer?

Have you tried repairing or reinstalling MS Excel/Office?

I've tried that as well and it work when the user is opening spreadsheets that she have save on the computer. But when the user is trying to access a spreadsheet from a website, that is when the user is getting this error message.

Excel is crashing when you try to open an Excel file after downloading.  Can you try doing the same from a different web browser like Chrome or IE or Opera and see if you have the same issue?  Does this happens to all users?
