For php mobile site you may need to create a theme that fits mobile browser.  

Once you have  the UI for the mobile  you need to register a domain name for your mobile site.. for example mobile.yoursitename.com,  

Host your mobile theme php site in this domain.

Then you should just write a script which detects the browser(whether it is mobile browser) and redirect it to the mobile domain if it is mobile browser.

But when developing this PHP mobile version maybe something else must be done to make it renderize better on a smartphone, isn't it?

You can also apply a CSS file that makes your site "responsive" AKA renders or morphs to phone viewports.

CSS frameworks such as Zend Foundation and Twitter Bootstrap are very popular and can easily be integrated into a design to produce the mobile rendering results you desire.

For UI/UX (user interface / user interaction) many developers use jQuery (javascript library for effects/ajax/etc) in conjunction with a front-end framework as well (buttons, forms, etc.)

So it's a matter of total reconstrution of the visual parts of the site by using these tecnologies (in conjunction with codeigniter in our case)
