open port in Windows server 2012

Hello:

I need to maintain a port open in windows server 2012 (54600). I tried using the windows firewall but it did not work. What are the options to maintain an open in the listening state? does it have to bind to an application?

How do you know it didn't work?  If you open the port in Windows firewall, Windows will not block it -- but if nothing's listening nothing will answer... not sure if you're expecting otherwise...

Ok - so WHAT PROGRAM do you expect to be listening - NETSTAT -ab shows the PROGRAMS that are listening on a port... not the open ports in the firewall... as I said, if you don't have a program running and listening on that port, it won't respond!
