I know it isn't, I am not looking for a long length of code at all.  Shouldn't take but a few minutes.  Anything more than that I should and will pay for.

From what I'm reading there's only one way to use that API.
The Petfinder API is a RESTful API, which means you access it using standard HTTP request methods. GET is used for reading data.
Posting data is not supported yet. I don't see a "simple" way or a "hard" way. There's just one way, GET requests.

You would start by creating a form to collect input from the user to determine what information they want to find. Then you build a http request url with a lengthy query at the end to let the database at pet finder know what you want

The data returned is in JSON format so you can use jQuery to parse that and create  presentation layer to display the data.

It's going to take more than a few minutes to create all that. You could just compose an http request by following the API instructions and paste it into the address bar and observe the resulting JSON response in Firebug or the like. Not much use to your visitors though.

Asking how to use a RESTful API is like asking how to ride a bicycle.  We know, but we cannot show you over the internet.  Just start trying.  You will fall a few times, but you'll get the hang of it soon, and you'll never forget after the first few successes.  Best of luck!
