Exchange 2013 outbound mail flow rule not working

I have a mail flow rule that blocks emails sent to 'outside the organisation' and it has some exceptions - sent to and received from. Everything about the rule works apart from when I place a wildcard entry in the sent to part of the exception list.

The format I am entering is for example - sent to *@contoso.com

No errors are generated when I enter this and it looks to be a valid entry but it doesn't work. Emails still get blocked by this rule

Any idea's?

I don't want to have to specify - user@contoso.com

I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

I'm not sure you understand my question, I am referring to a mail flow (hub transport) rule

Try the 'When a recipients address contains specific words' condition in the rule and add contoso.com to the word list.

Fixed myself by using if recipient domain =. I didn't even notice this one!
