User having issue with one email is sending to junk in Outlook 2010

In Outlook 2010-A user is getting only one email that is coming from one sender- which keeps going into her junk folder
After checking her rules there are none! She even added her to the safe  sender list (not Junk)
we are using  Exchange 2010

Try using Outlook in Online mode. Junk Mail is only enabled when you are using cached mode.

Will.
Does it happen to be an Exchange 365 account? I believe there is a setting in the OWA that can override any settings in Outlook. If so, changing that setting may stop the issue without having to set a rule.

User is  internal or External ?
Can you disable your antivirus & check.
Can you check with new outlook profile ? How it goes.
