Having constant connections to data sources in excel for drop down lists

I am familiar with creating a column filled with data to be used in a drop down list in excel.
is there a way I can keep a constant data source without having to have an excel spreadsheet open.

end goal is to have quick access in designing new spreadsheets to contain static drop down lists.

I'm not sure what are you trying to achieve. Do you want to use the list from Excel sheet without opening that sheet in Excel?
