Resource mailbox configuration.

We have configured resource calendar in a way so that all the users will be able to request calendar but requires delegates to approve.
With the below configuration we are getting duplicates of all requests
o      Admins for the rooms are getting 2 emails every time someone places a request on a room
o      Users are getting duplicate emails once we accept their request

You might have a GROUP as delegate on this mailbox.
Check under the "Resource Policy" and see if the "Forward meeting requests to delegates" is marked and who is member of the "Delegates" group.
Your problem may reside here.

I think If the forward delegate is not set to True the approve/decline notifications will not be reached to the delegates. Please correct me if I am wrong.

Not they will not but if the delegates are the ones making the appointments then they will get it twice.
And if the "Delegates" is a distribution list, everyone will get it.
