Can I setup VPN client for router Draytek 2960 ?  Any idea how to set it up ?

Do you mean to setup a remote access for clients? So clients dial into the draytek?

If you mean, that the draytek router should act as a VPN client (to dial in to another router), the answer is: it depends.

Draytek routers support either VPN server functionality or LAN to LAN. They do not have a dedicate VPN client functionality.
In the LAN to LAN setting you can setup a one way connection, but if this works depends on the other side (the router you want to dial into). As draytek supports also server names (what even allows DDNS names), it should work this way for a lot of scenarios, but not all of them.
