Misc Groupwise 2014 Android users unable to use ActiveSync

I have inherited a groupwise server that has some users that are unable to access their mail via their smart phones while others can access them.  I have matched the settings from a working phone on a different user and the connection fails.  Is there something within the Groupwise Admin console I need to change on the users?

There was a mobility manager separate from groupwise that I needed to add the users into.
