Error message when trying to migrate Access 2010 database to SQL Server

I want to migrate the back end of a MS Access 2010 database to SQL Server Express.
Below is the error message

That's a good idea.

How can I check whether it is running?
 How can I start it?
Go to SQL Server machine and run SQL Server Configuration Manager. In the services you'll see if the SQL Server is running or not. If not, just press the start button.
