Default Calendar permissions for all users

Is there a way to:

A) bulk update all mailbox calendars so all users in the organisation can view them without requesting sharing.
B) change the default to do this.

We're running Exchange 2013 SP1 CU9.

Change the default sharing policy under organization configuration, mailbox, sharing policies.

Yes you can do this vary easily.

One liner for a single user
Set-MailboxFolderPermission -Identity user1:\calendar -User Default -AccessRights Reviewer

Apply to all mailboxes
$mailboxes = get-mailbox -resultsize "unlimited"
ForEach ($mailbox in $mailboxes)
    {

        Set-MailboxFolderPermission -identity $Mailbox":\calendar" -User Default -AccessRights Reviewer
}

just bare in mind that using ps script will not apply automatically to future created users.
