Installing RDS with only one physical server supporting two VMs - which VM is used as RDS licensing server?

I have one single physical server and a Microsoft Server 2012 R2 licence. I want to setup Remote Desktop services on this server for a maximum of 10 concurrent users to access a proprietary timesheet application and basic office apps.  I have been informed that RDS must be installed in a domain environment but NOT on a DC. So, I have to enable hyper-V and setup two VMs - one to be my DC and the other a member server running RDS for my users.  My question is in this scenario which server has to be used as the RDS licensing server . Please don't tell me I have to create a third VM just to handle the licensing.  I think my 2012 R2 standard license only supports two VMs.  I haven't bought the RDS CALs yet.

Thanks for that.  I thought I read somewhere that it had to be on a different server, but I'll just try to use the RDS Host. Thanks
