Scroll bar disappearing on modal popup

I am using a script to show a modal-popup window.  When the popup window appears the main window scroll bar disappears.  When I close the modal popup window I still do not have a scroll bar and can not move down my form.  Any ideas why and how to fix this.  The modal pop window is part a update panel.

You probably need to look at the CSS for "modal-body" and "modal-dialog".
