WordPress site underconstruction ...

I'm building a WordPress site on the root of my web hosting. The domain points to it.
While I'm building it I want to direct any visitors to a 'Coming soon' page. How can do this, so that (1) any visitor will be redirected to the 'coming soon' page BUT (2) my testing of the site will not be affected?

I'm thinking that having a temporary page on index.php to redirect is not the answer. Am I right?

Thanks.

I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Easiest way is to use a coming soon plugin, such as this one:

https://wordpress.org/plugins/ultimate-coming-soon-page/

It show a landing page that you can configure to any non-logged in users.  Logged in users see the actual site in whatever state you have it in.
