Create a .csv file containing the samAccountName as one column and the security group name as another.  Save all your users under the samAccountName column, and the group(s) they should be a member of in the other column...call this column GroupName.  It should look something like this:

Once that is done run this script from a Domain Controller:

Import-Module ActiveDirectory

Import-Csv input.csv | ForEach-Object {
    Add-ADGroupMember $_.groupname -Member $_.samaccountname
}
