Resize a form in design view Access 2013

Folks,
When in design view I want to resize my form. Right now it takes up the complete screen. I recall I need to change a setting that allows me to do this, but I've forgotten what to do.

If the database is set to use tabbed documents  view, all the forms/reports open to fill the screen.  To get to Overlapping Windows view, which allows you to resize forms, go to the Options/Current Database form and change th Document Window Options.

That did not work? I want the option to size forms to be the size I want it to be in design view (it may be used as a dialog box at some time.
Right now I can't seem to do that in design view

I think I found my problem. It doesn't hurt to move the pointer all the way to the right!
