SSRS administration question

2014 ssrs
i have management studio on the host and the report server is functional.

I need to now give other users the access they need.

when i connect to ssms (management studio) to the reporting services configuration, i see the roles.
Browser, Content Manager, My Reports, Publisher, and report builder

I go to the url to manage reports..
site settings > security   and then i try to add a user by selecting New role assignment
i only get the two options.... system administrator or system user

User security is not setup that way.
That screen is for system role assignments

Depending on the environment and your security policies you generally assign users rights to the entire report home folder, individual report folders or individual reports
