API for web cams

Hi Experts,

Can anyone tell me of any good easy to use APIs for web cams? I need the ability to record, zoom and use the sensor for motion activation to start recording.

I am posting this in several of categories, but my preferred platform would be PHP. I know that one can argue that controlling cameras over the internet is illegal, and I understand that, but this with permission. For example, I have seen surveillance systems that provide an internet account that you can login, and look at your web cam, zoom, etc.  Perhaps, I can have users install something on their computers to give such permissions.

I have including this in the platforms that I know how to program in, and PHP is not mandatory.

Essentially, this is for a video conferencing application with custom features, so any feedback on either topics would be greatly appreciated  because I really have no idea on how to tackle this.

@APD_Toronto - Take a look into OpenCV. It's open source and can run on Windows, Android, Linux/Mac, and iOS.

OpenCV allows you to read video, display video and save video from external or built-in web cameras.

Take a look at the JavaScript / HTML5 solutions for this

If you Google javascript html5 camera api you will find lots of info.
