Console access to vSphere

Hey guys,

I need to give one user access to a VM to launch the console and administer a server. Whats the best local security permission i should create for them? It's ESxi 5.5

I would recommend you copy the sample user role and remove all the permissions other than interact with guest eg user console.

Do they not need restart power on or off?

Go to Roles and create a role with the required access privileges (console interaction, power off and power on).  Right click on the desired VM, click on Add Permission, add the username in the left hand pane and select the newly created role in the right hand side.
