I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Honestly now I have worked for a few companies that were in a serious state IT wise when I started there this reminds me of one, why would we create a new forest?

Ous from windows 2008 to new forest.
Moving OU's between forest is not possible. You will only be able to migrate the following...
- user accounts
- computer objects
- groups
- contacts

See the below link for details

Also you do not have to create a new forest just create a new UPN Suffix. If you want to go to 2012 you can upgrade within the forest as well.

Has Powershell sent you back into the Stone Age?

If managing Active Directory using Windows Powershell® is making you feel like you stepped back in time, you are not alone.  For nearly 20 years, AD admins around the world have used one tool for day-to-day AD management: Hyena. Discover why.

You would stand up a new AD Forest, setup DNS and a Forest Trust between the forests and then use ADMT to migrate Users to the other forest.

All of the steps? What you are asking is a vary involved process and i think it would be out of the scope for EE based on the number of steps. If you are not familiar with the steps this might be something that you get a consultant to do.

However i did find a complete ADMT step by step guide. I have not gone over this in detail but from what i can see it looks good.
