It's the syntax of the anonymous lambda. There are no parentheses around the lambda body.

    Sub Main()

        Dim shop(1) As String

        shop(0) = "what"
        shop(1) = "ever"

        Dim result As String = Array.Find(shop, Function(s) s.StartsWith("what"))

        Console.WriteLine(result)

        Console.WriteLine("Done.")

It looks like the x in the lambda expression is of type Object where clearly from the code posted it is a string and should display all the string methods. In Visual Studio try and do a Clean Solution by clicking on Build->Clean Solution and rebuilding the project to see if that clears the error.
