Unfortunately the answer is NO :(

Failure to install SETUP cartridges with a new printer / printhead causes a cartridge error.
Some HP printers ship with cartridges that are marked SETUP. When you first install a new printer / printhead you must install the SETUP cartridges that came with the printhead. When the SETUP cartridges are depleted, make sure you use correct replacement cartridges.

Unlike replacement cartridges, SETUP cartridges cannot be purchased from retailers.
SETUP cartridges are available only in the box with a new printer or with replacement printheads.

Your only only options are to find the misplaced SETUP cartridge, buy a replacement printhead (comes with SETUP cartridges) , or buy a new printer (comes with SETUP cartridges)

setup cartridge is available , but it is used already

is there any way to bypass the printer checking setup cartridge  ....like complete reset or something similar ?
Michael-BestCommented:
Try with used setup cartridge(s)
It may allow setup of printhead then a change to normal cartridge(s)
But without any printing ability of used / empty setup cartridge(s) I think you cannot achieve setup.
The setup printing is required to setup the printhead.
This is a gottcha from HP
