exchanger 2010 DL and managing them

I have a problem, I am running exchange 2010 and users on outlook 2010 - 2003 can not manage any of the DLs . I do know that RBAC plays a part in this. I just need to know how I can fix RBAC so that all domain users can manage any DL once they have been made manager of a particular DL.

If the computers are members of the domain than just use C:\Windows\System32\rundll32.exe dsquery,OpenQueryWindow from the run command.  Or create a shortcut to this.  

Have the user search for the group they want to manage and they should be able to add members.
