need info on creating and hosting front end back end mobile app and technical requirement ?

Dear experts

ok i need to start with the background and then i will ask my questions.
i had an agreement with the admin of a classified Facebook webpages in my country  (80000 active members)
the agreement is to create a mobile app for that Facebook page.
the admin will promote and push the app to the members and hopefully we can get 80000 download and the traffic that can come with it.
i am not that much of a programmer therefore i will approach a freelance website.
i dont want to be a fool in front of these freelancers so i need some help in understanding and asking the right thing to the potential freelancer.  
here are my questions in relation to a classified mobile app:
- where to host the front end and back end of mobile app?
- which programming language i should request and which framework (ios/android app)?
-what type of back end i need?
-how much does it cost to host mobile app for maybe 80000 users (back and front end)?
-what DB should i ask the freelancer to use?
-can we put adds on mobile ?
-is there any analytic for mobile apps like google analytic?
-how can amazon or Heroku help here  hosting wise?
-how much design and code a mobile app? (i don't want them to overbid)

i know many questions but i rely on you guys

(1) front end is wat users see - i.e application, backend is your webserver backed by database
(2) There is not much overlap in languages supported by Android and iOS
(3) web server
(4) it takes a bit of configuration to hold 8000 TCP connections used by users, but any offer will do

(7) basic stuff is called Google adMob, but there are more
(8) you pay you get server and bandwidth
(9) depends. single page browser can start at hundreds, complex game will end at millions
