Well you can always use a VPN. As for static IP in the way that I think you are thinking it is not possible unless you carry around a cellular hotspot and pay for a static IP which I don't believe any wireless carriers do.<br />

ftp, remote desktop connection mainly. Sometimes I connect to those through my desktop and sometimes through my laptop.

Static IP
