how to reboot windows 7 in safe mode

I can't seem to reboot my windows 7 machine in safe mode  (on dell latitude laptop). Pressing F8 while rebooting is NOT working. I've tried pressing it once, holding it down, pressing it once every second. Nothing works. Ideas?

If you are able to boot into windows regularly then do this:

Go to the "Run" command on the start menu, then type "msconfig", head to the boot tab, then boot options, click the "Safe Mode - minimal" setting, then reboot and it should enter safe mode without any further interaction during the startup sequence.

If you cannot boot into windows regularly, or if safe doesn't appear during the next startup, or if pressing F8 still doesn't work, then try this:

Go to the Command Prompt on the start menu (ensure you open it as using the function "Run as Administrator" when opening the Command Prompt, then type this command:

bcdedit /set {bootmgr} displaybootmenu yes

The Command Prompt should say "This operation completed successfully"...if so then reboot and press F8 repeatly before the Windows logo is shown.

Keep in mind that even though you mention you are using Windows 7, this guidance does not work on Windows 8 and higher...
