I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

is :key.scr_rec_dte   a DATE or is it text that "looks" like a date to humans?

if it's really of DATE type then try this...  (I'm removed the TRUNC on a.act_rv_dte intentionally)

and  a.act_rv_dte >=  TRUNC(nvl(:key.scr_rec_dte_fr,to_date('1900/01/01','yyyy/mm/dd')))
and a.act_rv_dte < TRUNC(NVL(:key.scr_rec_dte_to,SYSDATE)) + 1;

if a.act_rv_dte is actually text then you need to format that text into a date, and specify what that format is.  I don't know what your text format will be so I've taken a guess as  yyyy/mm/dd hh24:mi:ss.

If that's not correct, change that to whatever it needs to be.

and  a.act_rv_dte >=  TRUNC(nvl(to_date(:key.scr_rec_dte_fr,'yyyy/mm/dd hh24:mi:ss'),to_date('1900/01/01','yyyy/mm/dd')))
and a.act_rv_dte < TRUNC(NVL(to_date(:key.scr_rec_dte_to,'yyyy/mm/dd hh24:mi:ss'),SYSDATE)) + 1;

>=  on the "From" side an < on the "To" side is also intentional
