WIN 8 —> 8.1 update fails to download 182 files
Recovered WIN 8 OS on HP PC fails to download 182 updates and cannot upgrade to WIN 8.1 without updates.
After 2 download attempts, I cannot retrieve updates and WIN 8.1 will not install without updates.
‘Checking for updates…’ [Windows Only] returns 182 Important/4 Optional Updates = 1413.3 Mb

By the way: your assumption "WIN 8.1 will not install without updates" is incorrect. If we use the media creation tool, we can download 8.1 setup and this will not require windows update at all. http://windows.microsoft.com/en-us/windows-8/create-reset-refresh-media

Was not sure this would work, but it did, Recovered files using recovery partition (D:) & installed WIN 10 Home & moved restored files
stop the windows update service
ren c:\windows\softwaredistrib
start the windows update service
retry getting the updates
