'State Error' connecting fron Web Interface using Internet Explorer

Strange problem- we have a XenApp6.5 farm and our networking team just installed a new NetScaler.

We have approximately 200 users.  Suddenly now, we have a handful ( 3?) out of that group that can no longer connect using the Web Inteface when using Internet Explorer 11.  The message received is (shown below)
State Error
There is a problem with your session. For security reasons you ust close your browser window and log on again to contine accessing your resources.  To log on again, you must restart your browser.

However, no matter how many times they restart the browser, the same page is displayed.  

However, the same users, using the same computer, can access the Web Interface successfully using either FireFox or Chrome?

Thinking it has to be something client side with the IE browser since it is only impacting 3 users?

Other users can use IE, it is just these three that get the 'State Error".  

We have tried:
Uninstalled and reinstalling Citrix Receiver software to latest levels.
Resetting 'Internet Explorer'
Adding our Web Interface address as a 'trusted site' on those three client machines under Tools > INternet Options > Security.

Any ideas?  For now, the users are using either Firefox or Chrome, but may prefer IE - so I would like to figure out why this is happening to this small group.  They are not related in their work in any way and do not even reside in the same geographic office.  Thanks.

Hope as per comments seems you have tried with installing latest version of receiver. also make sure you have tried these steps http://support.citrix.com/article/CTX129082

No luck.  Tried all options and still get the 'State Error' on those computers.  :(
Is one specific machine or multiple? Also did you tried the same user account in different machine???

It is definitely the machine.  Even if I connect to the web interface on one of these machines I get the State Error in Internet Explorer... but nowhere else
Use this tool to remove citrix receiver http://support.citrix.com/article/CTX137494 and install the latest version of citrix receiver and check http://www.citrix.com/go/receiver.html
This has absolutely nothing to do with Receiver.  What version of IE do the users have that are experiencing the issue?  Does the problem still occur if you use Compatibility Mode in IE?  (Tools - Compatibility View Settings)

I see this issue often if there is a problem with a persistence setting with the load balancing virtual IP, but I would expect it to affect many more users if that was the case.

Yes still happens with or without compatability mode.  All computers are using IE 11 with Win 7 Pro 64bit, which is pretty much what our whole company uses and yet this is only occurring on 3 laptops.

For the record, I had already tried uninstalling with the clean up utility and installing the latest- still happens.

Thanks- the issue has cleared, our outside verndor took something out of your statement and changed something that got it working!
