Why NIC ip address cannot be changed in Windows8?

Hi The PC does not have NIC port for rj45. I use usb-rj45 adapter to add NIC port to the PC. Its ip address is 172.16.10.1/24. I want to change it into any ip address. After changing, I clicked Ok and Ok button. This ip address should be saved. But when i open the interface, its ip address is still 172.16.10.1/24. How to solve the issue ? Thank you

Are you using DHCP? And if so, why do you need to set the IP address?
If you are trying to use Static IP, did you set the NIC properly? That is change DHCP to Static?

Is there a wired profile that you can delete and start again?  There are always wireless profiles but wired may not have a profile.

Try running TCP/IP Reset:

Open cmd.exe with Run as Administrator
Then  netsh int ip reset c:\resetlog.txt
Also, ipconfig /flushdns followed by net stop dnscache followed by net start dnscache
Then restart the computer

This bug is sometimes seen. Change it to a different IP and you'll see that it will stick.
