How do I send a private message to a person on Facebook?

I found this (in a lot of places)

    Go to the Page you want to message
    Click Message on the Page's cover photo
    Type in your message and click Send

I have NO CLUE what this means. "Go to the page you want to message?". I want to message a person, not a page.  "Click Message on the Page's cover photo". See attached. There is no message on the "cover photo" (whatever "cover photo" means).

I want to send a PRIVATE message to the person on the attached (Ted Homme).

How do I do that?
