Yes you can

To disable Action Center Notifications:

User Configuration\Administrative Templates\Start Menu and Taskbar

Set this to "Enabled" to remove notifications from the Action Center ***A side effect of this is you will not get any notifications for other security or maintenance needs***

You can also configure the Control Panel to not display the icon for Action Center (or any other icons for that matter on an icon by icon basis)

Hide Specific Control Panel Items:

User Configuration\Administrative Templates\Control Panel

To hide a Control Panel item, enter the Control Panel item's canonical name. A complete list of those can be found here

In your case, the Action Center is Microsoft.ActionCenter
