Toshiba e studio 170F desktop copier/fax machine - prints out black pages

I have a Toshiba e studio 170F desktop fax machine/copier/scanner that just started printing black dirty pages - see attachment I pulled out the drum and saw the drum covered full of toner - like it's not cleaning off the toner from the drum.  The transfer roller was also full of toner.
The result is the same if I try to make a copy of something which uses the bulb to scan or if I perform an internal test print which does not use the bulb.
Any idea what could be causing it?
Also the back of each printed page is full of toner that rubs off
Please see attachment.

I'm hoping that this may only be a "drum" related issue

It most likely is the drum, but the best way to avoid buying unnecessary parts is to get a Toshiba tech in. If the printer is under warranty or maintenance contract, then that's the first thing to think about.

I did not try a new toner cartridge. This printer has a separate toner cartridge that sits in the drum cartridge. I did remove all the toner from the drum and roller but it still prints out dirty.  The toner cartridge was replaced about one month ago and at that time ran fine. This fax machine does not get used too often therefore the cartridge lasts a long time.

the printer shows no error codes. It is not under warranty

I have been supporting HP LaserJet printers and  since they first came out with the HP LaserJet I. I also am very familiar with Brother laserjets However, I am not familiar with this Toshiba machine although the concept is the same.

I tried calling a Toshiba tech but were not helpful on the phone based on the symptoms I provided. they wanted a $275 minimum support call. the machine is no longer worth that.

I know its not the fusing assembly. I'm willing to replace the toner and drum but if the laser unit is bad, then the machine is not worth fixing.

I believe a new toner cartridge, and a thorough cleaning as suggested above, will resolve the problem. If so, the faulty toner should be replaced at no cost. It is worth a try.
thanks, I will be onsite again this Friday to clean it. I requested the client to order a new toner cartridge and drum
