I need to give someone persmission to add and modify email addresses and phone numbers in active directory

I have a help desk user that needs to be able to add and modify phone numbers and email addresses in active directory using the ADUC tool. I do not want to give him full domain admin rights. How can I grant or delegate him the proper permissions for this procedure? Is there a group that already overs this or do I need to create one. Is it just a case of delegating authority somewhere? All suggestions are welcome. We have a Windows 2012r2 domain
