Why are you trying to access it in terminal rather than using Finder?

It is an external drive.  it is not my boot drive.  it belongs to another computer that I put a new hard drive in.  but I need to get the safari bookmarks out of the library for the user of that computer.

Finder doesn't show the library file for that user on the external drive.  it is a hidden folder.  I can't use option go because that is the library for my user files.
Try the freeware InvisibliX :  which should allow you to see invisible files in Finder.

Alternatively, you could try to boot from the external by booting while holding down the option key and selecting the external drive from the boot picker. Then just export the bookmarks.
