Office 365 migration

Hi, need a litle push in how to do this.

Old system:
Windows 2011 (Exchange 2010)
50 users (all in one OU)

New system:
Windows 2012 R2
50 users (Splitted in some new OU's)
Office 365 E3
Azure AD connector

What is the best way to do this?

1.
Migrate the old exchange to cloud with the migration tool in Office 365, this makes all the users too?
Use Azure AD to define OU's in the cloud?
Install Azure AD connector on new server, sync all OU's and users from cloud to new server.
In this way users dont have any downtime on there mail.

2.
Setup new server, OU's and users, sync that to the Office 365
Use migration tools like codetwo to migrate old mailbox from old exchange server to Office 365
This would make a downtime when the mail migrate?
