GPO Loopback Should Work or Not Work

We have the following scenario

Application OU
 -User Config Setting Defaults (windows explorer disabled) with security filtering called Group A (not enforced)
 - User Config Setting Defaults Exception (windows explorer enabled) with security filtering called Group B (enforced)

User xyz is a member of Group A and Group B.

If we set loopback processing merge in User Config Settings Default Exception would it take precedence over the User Config Setting Defaults GPO?

We can't break the security filtering groups and GPO because it is tied up with other things using nested group (before me...), so above is the simplest less painful method we could think right now.

Would it work???

As i see GroupB is enforced with enabled policy so it would take precedence

The way Merge works is:

1. User OU User policies applied
2. Machine OU Computer policies applied
3. Machine OU User policies applied

However, the Enforced will come into play only if it is a higher level policy in the OU tree.  Enforced tells the policy to override lower level policies, even if inheritance is blocked.  However, you can use the precendence rating if they are at the same level, and the higher precendence will override the other policy.

So, either set your User Config Setting Defaults Exception either at higher level and set to enforced, or at the same level and set it to a higher priority.
