Looks custom built, meaning it's unique. Built from the ground up. It means, all your options are still open, Microsoft IIS/ASP/MSSQL, or Linux/Apache/MySQL.
Building an extensive site like that requires quite a few specialties, and is most likely built by a team of experts (database front end, back-end, graphic artists, html/JavaScript/css experts, and maybe even a few more)
If you decide to built it on your own anyway, you need books on:
Graphic Design
OS (either Windows Server or Linux, or both).
After that, probably one year had already passed. So if you have any other questions, post them after you're done reading up.

If you want something similar but simpler, read up on CMS. Those are packages that are easy to use, and require less effort to show something nice online (and tailor the looks to what your budget allows, by buying themes and layouts). However, you're stuck with the functions built in these CMS's, so if you want something custom (I think the site you showed was a betting/gambling site? most CMS's are for blogs or web shops, not something as specific as betting) you need an expert to add this function, or you have to start from fresh anyway.
