How to create a custom shortcut to launch an application

I would like to create a windows defined shortcut to start my application. I would like to do this with vbscript. I know you can create a user defined shortcut but I need to create a windows defined shortcut. For example, the user would press Windows+Shift+K to launch my application. Also, is there a way for me to iterate through the already created shortcuts so that I can avoid using a shortcut that is already assigned to another application? Thank you for your help

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

I think you will probably need to download a keyboard shortcut mapper application.
To make sure it does not conflict however your would need to review all existing shortcuts using Microsoft Documentation from the Microsoft Website specific to your OS & MS Applications such as Office. (Windows 10 example here)

Thank you Maclean! Do you know if there is an open source keyboard shortcut mapper?
