Windows 10 cannot complete system restore you must enable system protection on this drive

We are working on a customers computer which had installed a windows update causing the machine to blue screen on boot with a "Critical_Process_Died" error.

Booting into windows repair utility we are attempting to use the available windows restore points, however when a restore point is selected and we move forward to start the restore process we are alerted that  system protection  is not enabled on the system drive.

we have attempted to run power shell and the commands below, however it appears that either powershell is not supported during the repair utility or that powershell is not installed
enable-computerrestore -drive "c:\"
 vssadmin resize shadowstorage /on=c: /for=c: /maxsize=5%
 checkpoint-computer -description "Done"

You cannot enable system restore there. If there are no restore points and the system does not boot, there's only one possible way: Use dism.exe with the reverpendingactions switch as shown here: http://blogs.technet.com/b/joscon/archive/2009/10/15/getting-out-of-a-no-boot-situation-after-installing-updates-on-windows-7-2008r2.aspx
