Legal Hold

To prevent anybody from being able to delete any emails, what are the implications of configuring all live mailboxes with legal hold from the point when they are initially created?

The biggest one is that you need Exchange Online Plan 2 (E3) license. Other than that, it's transparent to the end users, so you shouldnt expect any issues. It might actually help you with some "recover that message I deleted 6 months ago" cases.

You can easily script the process and incorporate it with your licensing or 'configuring mailbox' scripts, if you use such. There is the 100GB limit for the Recoverable items subtree issue, but you are very unlikely to hit that one in the near future, and Microsoft should soon give us the expanding archives feature, which will give us unlimited storage for both archiving and holds.

I don't suppose you know where you can pick up scripts you mention above?

It will really depend on how exactly you manage things in your organization. Some companies run separate script dedicated to set hold only, others have "configure mailbox settings" script which runs against any newly created mailbox, etc.
