For the shrinking, simply set the form's MaximumSize property to the initial size of the form, and set the MinimumSize property to something that makes sense. This way they will be able to shrink the form but not make it bigger.

For the controls that all show, you might also explore the idea of using a TabControl and divide different portions of the form into different TabPages.

You might also want to explore the possibility of a resizable form. The Anchor property of each control enables you to control make controls resize as the form changes size. Your form would thus be able to adjust itself to most screens. You need to get used to the way the Anchor property words, but once you get the feel for it, it's not hard to use, except for very complex forms.

In my experience, users do not like to have to deal with a ScrollBar in a form used to enter data, unless it is for big chunk of text or repetitive entries such as a grid. The 2 previous approaches are thus usually a better way of creating an interface that is easy to use.
