Exchange 2010 New Local Move Request Failure

i am setting up a new email server to take over for my old server. Both servers are running Exchange 2010 SP3 on Windows Server 2008 R2. When i try to do a New Local Move Request to move their Mailboxes to the new Mailbox Database i get the following error.

I did some research and the NetBIOS names resolve from both servers
